Does the EU CBAM apply to all countries exporting to the EU?

In principle, CBAM applies to imports from all non-EU countries. However, countries that participate in the EU ETS or have an emission trading system linked to it (like EEA countries and Switzerland) are excluded to avoid double carbon pricing.
